2EH Consulting is a specialist strategic infrastructure advisory practice built on more than 25 years of experience across Queensland’s infrastructure planning, growth management and infrastructure funding landscape — spanning both the public and private sectors.
Led by Lau Chean-Piau, the practice draws on extensive experience across local government, state government and development delivery environments, including previous roles with the City of Gold Coast, Brisbane City Council, Toowoomba Regional Council, Economic Development Queensland (EDQ), and the Local Government Association of Queensland (LGAQ). Lau is also a Queensland Government pre-approved LGIP Reviewer with extensive experience advising councils on LGIP amendments, infrastructure charging frameworks and long-term growth planning.
The name “2EH Consulting” carries both professional and personal meaning — derived from the initials of Lau’s three children: Eezann, Eiden and Howie. The name reflects the long-term values that underpin the practice: planning for future generations, building sustainable communities, and aligning growth with practical infrastructure outcomes.
2EH Consulting works with councils, developers and government agencies on LGIP amendments, infrastructure funding and charging strategies, growth modelling, Priority Infrastructure Area (PIA) planning, infrastructure agreements, stakeholder engagement and implementation-focused infrastructure planning.
The practice operates at the intersection of strategic infrastructure planning, land use planning, urban growth modelling, infrastructure funding strategy and development feasibility — combining technical planning expertise with practical understanding of real-world infrastructure delivery and development outcomes.
Our work is grounded in the Planning Act 2016, the Minister’s Guidelines and Rules (MGR), and the broader LGIP framework — with strong practical understanding of how these systems operate within real-world local government and development delivery environments across both South East Queensland and regional Queensland.

Last week, Council successfully conducted four in-depth engagement sessions with industry peak bodies, major developers, government agencies, and key stakeholders.
Led by Council and consultants 2EH Consulting, the sessions were well-received with industry representatives and state agencies expressing their appreciation for our proactive and collaborative approach.
A key highlight was the introduction of an innovative online mapping tool, a first among Queensland councils. This tool, designed to gather feedback on growth projections and development timelines, enhances Townsville’s long-term planning.
The feedback gathered in these sessions will be vital to inform the growth model and the subsequent draft amendment to the Local Government Infrastructure Plan.
